No jail for ex-trooper who held parties

BUFFALO, N.Y. (AP) - A former state trooper who was fired for organizing off-duty parties featuring prostitutes avoided a jail sentence on Wednesday.

Titus Taggart was sentenced in Buffalo to three years of probation and 300 hours of community service.

 
Taggart pleaded guilty in Erie County Court in December to promoting prostitution and had faced as much as a year in jail on the misdemeanor count. The plea came eight months after the 18-year veteran was suspended by state police as they investigated allegations that he threw off-duty parties with prostitutes.
Judge Kenneth Case said he decided against jailing Taggart because of the economic loss he has already suffered by losing his job and because of a number of letters supporting Taggart. He chastised the ex-trooper for dishonoring the police agency.

The 42-year-old Taggart had been assigned to the Thruway detail in Buffalo. Four other western New York troopers were also accused of misconduct and disciplined during the investigation.

Prosecutors said Taggart's party-organizing included bringing prostitutes across the border from Canada.

One of the parties was held in November 2011 at the New Brotherhood Motorcycle Club. Court papers cited by the Buffalo News described a group of men gathered to watch a pay-per-view broadcast of a boxing match as 10 strippers performed and alcohol was illegally served.

Internal affairs investigators who'd been tipped off about Taggart organizing the party reported seeing the four other troopers there as well, according to the documents.

One was fired for condoning the illegal activity and two resigned after admitting they paid for sex acts, the newspaper reported in December. Another remains a trooper after being suspended for 60 days for getting drunk at the party, according to the court documents.

Taggart is the son of retired state police Col. Arthur Taggart, who was a special assistant to former state police Superintendent Thomas Constantine.

Ex-trooper Taggart pleads guilty to promoting prostitution

Former state trooper faces a year in jail, $1,000 fine

Titus Z. Taggart, an 18-year veteran of the State Police who was fired last summer after an internal investigation into allegations he was involved with off-duty parties involving prostitutes, pleaded guilty Monday to promoting prostitution.

Taggart, 42, of Amherst, faces up to a year in jail and a $1,000 fine after admitting to the misdemeanor charge in Erie County Court.

Prosecutor Paul E. Bonanno said the months-long State Police investigation revealed Taggart organized, advertised and supervised exotic dance parties involving dancers and prostitutes.

Taggart’s plea stemmed from such a party at 45 Miller Ave., which Bonanno described as a motorcycle club.

The fired trooper became the subject of an investigation last December into reports that he brought prostitutes from Canada into the United States for off-duty parties.

Taggart was last assigned to patrol the Thruway in Western New York.

“It is an understatement to say this defendant exercised poor judgment,” Bonanno said.

The Erie County District Attorney’s Office agreed to the plea because Taggart’s police career is over, and he has suffered severe financial consequences as a result of his firing, Bonanno said.

Taggart has no prior criminal history.

Taggart’s attorney, Michael G. O’Rourke, declined to comment after the court hearing.

Erie County Judge Kenneth F. Case allowed Taggart to remain free on his own recognizance, but Taggart was told to report immediately to the District Attorney’s Office after the hearing to be processed.

Taggart’s Facebook page – which was disabled April 26 after numerous photos showing him with women and large bottles of liquor appeared in the media – included 1,634 “friends.”

The District Attorney’s Office waited to prosecute the former trooper until after the State Police investigation was completed.

Taggart and O’Rourke heard the evidence against the trooper during that investigation, Bonanno said.
“I think it’s fair to say the defendant and Mr. O’Rourke know the evidence better than I do,” the prosecutor said during Monday’s 15-minute hearing.

Three troopers suspended over parties

BUFFALO, N.Y. (WIVB) - Three troopers have now been suspended without pay for their alleged involvement with parties that had prostitutes.

Trooper Titus Taggart is accused of organizing parties that involved prostitutes while he was off-duty.
An internal investigation has been ongoing since December of 2011, and Taggart was suspended Wednesday. The trooper is an 18-year veteran of the force and was based out of Troop T in Buffalo.

The picture with this story was an image Taggart reportedly used in promotion of his alleged parties.

The Buffalo News reports those parties included food, drinks, and "loose girls." Investigators believe the trooper transported prostitutes from Canada into western New York.


 

Later in the day on Thursday, two other state troopers were suspended. Jeremy Smith, 34, and Michael Petritz, 33, were both suspended without pay in connection to the investigation. Smith, a 10-year veteran, and Petritz, an 8-year veteran, were both based out of Troop T in Henrietta.

Authorities say though Smith and Petritz were not involved in organizing the alleged parties held by Taggart, but they are accused of engaging in misconduct.

There have been no arrest in the investigation, which continues.

Fiji police have launched an investigation into a horrific video showing the beating of a prisoner. 

The 9-minute, 11-second video has been condemned by Amnesty International which earlier said the footage was consistent with information they have received on how the Fiji police and military have treated runaway prisoners. 

Police Commissioner Brigadier General Ioane Naivalurua this evening said every one in Fiji was “disturbed to see the video that has emerged of what appears to be the abuse of two men who, at this stage, we understand to be recaptured prisoners.” 

A thorough investigation to establish the circumstances of this incident has been ordered, he said.
Naivalurua said that some of the international reporting on this incident was wrong. 

“We know that the men who appear in this video are not the prisoners who escaped from Naboro last year. We have already established this.” 

When the video appeared early this morning sources involved in its release, and several anti-regime blogsites said one of the men being beaten was escaped prisoner Epeli Qaraniqio who was captured in September four days after escaping. 

He was so severely beaten his leg had to be amputated. Fiji's military claimed he had lost his leg due to diabetes. 

There was another escape in November by three men including bank-robber Iowane Benedito, 24. 

His capture was announced 10 days later and when he was bought to court he was on crutches and in evident pain. 

It is now known the beaten man is Benedito. 

Naivalurua said Fijian security agencies have worked tirelessly over the past few years to give protection and security to ordinary Fijians who suffered through constant home evasions, robberies and violent and wanton crimes. 

“These crimes were perpetrated by a group of criminals with impunity and who had absolutely no regard for lives of ordinary Fijians, respect for basic human dignity and the law.” 

Shot by someone in authority, the video shows a man being beaten with heavy sticks and a truncheon, as well as being sexually brutalised. Another man is also seen being attacked and an officer is heard saying: "set the dog on him." 

The dog hauls the handcuffed man across the ground. 

The beatings are administered by plain clothed men speaking Bauan - the official language of Fiji - and at one point one of the men says, as he is beating the person; "you have given us so much work..." 

He taunts the man: "You going to escape again?" 

To which the man says "no". 

The officers accuse the man in the ute of "planning this escape" - they say in Fijian: "This escape was your doing - you planned it." 

As he is being hit, the officers as saying "Dro tale, dro..." which means "escape again, escape..." while beating his legs. 

One of Fiji's national heroes, former All Black winger Joe Rokocoko, has spoken out against it. 

"Really sad/upset to see some of our people in the Pacific (Fiji) being tortured/humiliated in a manner no one deserves," he tweeted. 
"Pray 4 change." 

Amnesty New Zealand executive director Grant Bayldon said torture was unacceptable under any circumstances and those responsible should be brought to justice. 

"The humiliation of the men and their injuries which are also evident in the video is very serious.

Forced to undress and harassed by a dog, as men nearby laugh, it is difficult to watch. The subsequent brutal beating with batons is harrowing. It is torture." 

Fiji has been under military rule since December 2006. It has been marred by a number of incidents of brutality towards civilians, several of which have resulted in death. 

The Fijian government has promised democracy restoring elections by late next year.

Just because a system and/or organization uses a term meaning fair and/or correct DO NOT think it is so in ALL the cases.

Watch and/or listen to the video at the end of this article of Stephen Slevin expressing thoughts after the conclusion of a trial against the so called "Justice System" which proved to anything but "Justice". Mr. Slevin was arrested in August of 2005 for driving while intoxicated, then thrown in solitary confinement for two years at the Dona Ana County, New Mexico, U.S.A. jail.

During the two (2) years of his civil rights being violated, Stephen Slevin's mental health deteriorated, fungus grew on his skin, and he was forced to pull his own tooth after being denied access to a dentist.

Initially, Slevin was awarded $22 million by a jury, but Dona Ana County appealed. The two parties reached an agreement this week. According to NBC News, Slevin's attorney, Matt Coyte, said his client's "mental health has been severely compromised from the time he was in that facility.

"Why they did what they did, I'll never know," Slevin told KOB4-TV. "Walking by me, watching me deteriorate day after day after day, and they did nothing at all to get me help."

With visibility of prisoners all to evident, it would be an insane and/or inhumane person that would willingly neglect another for any amount of time. Such was and possibly still is the case of those sworn to "Protect and Serve" at the Doña Ana County Detention Center.
"Justice" and those using it bringing harm unto others, need to be held accountable. Although no amount of money will be able to bring back lost time, undo any abuses that are encountered, nor undo any Spiritual, physical and/or mental Corruption that is endured, it can prove to be at the least a start to head in a direction away from the evil endured.

According to Jess Williams, the Dona Ana County public information officer, no jail personnel have been fired over Slevin's inhumane treatment. However, he said, the jail has been working to improve the care it provides for mentally ill inmates.

What is wrong though within the "Justice System" is that those who are guilty of such evils aren't actually held accountable in MOST instances. The "Justice System" in more cases than not, protects such people and as last resorts, pays out some of the taxpayers money for crimes the actual perpetrators should be accountable for.

In a statement released by the Dona Ana County Commission, the jail also outlined plans for a crisis triage center "that will help stabilize mentally-ill persons who have committed no crimes but who represent a danger to themselves or others in the eyes of law-enforcement professionals." But who is watching the watchers? Yes, who is making sure that these people within the "Justice System" presenting themselves as being sane, yet actually DO commit such inhumane acts as what Stephen Slevin endured are held personally accountable? Shouldn't their sanity be checked?

According to Matt Coyte, Slevin's attorney, greed on the county’s part was partially to blame.

But it takes human intervention to bring about "greed", so therefor someone and/or some people are actually the guilty ones. 

He further said there's still one more change that needs to be made: Dona Ana County Jail's warden.

"If you were in the trial and heard what the person who ran the facility said, you would be appalled," Coyte said. "I get lots of people [inmates] calling from that jail asking for help. Am I pleased that they've spent more money in the jail? Absolutely. I'm pleased that Mr. Slevin's case has made a difference in the jail. But the same people are running it, and it's an attitude of how you run something."

A common and much to widely abused excuse and/or scapegoat tactic used by those who falsely represent themselves as being humane, rights/law abiding and/or righteous is to project "mental" Corruptness as being the problem. But not mental Corruptness upon their part!

The "Justice System" is severely biased when evil doers within the system can get away with their crimes and all that is done as restitution is to pay out money that is not theirs. Basically, the taxpayers paid Stephen Slevin for crimes he was well deserving of restitution for, but none of the actual guilty humans were held accountable, nor paid for their evils from their own pockets. It is high time that those guilty of the evils be known and held accountable, even, and especially, when they are collecting a paycheck from their employers: "We the People".
